Australia Post service delivers once again MISSING man Frank Riley was found last week, by an Australia Post service delivery driver, Karen Fox, 20km from his home where he went missing last Wednesday 10th April. Frank went off from his home in Lock Road to walk his dog, Bella, but was not home some hours later when the alarm was raised. Air wing police and police on trail bikes as well as SES volunteers were all looking for Frank. After a night where the temperature fell below 10 degrees, many were thinking the worst. Karen Fox was still on her postal run when she was travelling down Rostron Road, near Stuart Mill and came across Frank in the middle of the road with Bella still on her leash. Karen had recently met Frank when he became a new member of the postal service and therefore knew she was looking at the missing man. Without mobile service (thank you Telstra), Karen made Frank stay

where he was and she went to ring for help. On her return Frank was still in the middle of the road just as he had promised. The police, the ambulance and many other rescue teams arrived soon after. Frank’s story was that he only left home a couple of hours ago (not the day before) to walk the dog. Frank entrusted K aren’s daughter Kirstan to take Bella home and he amiably sat in the ambulance for assessment. Frank’s partner Jo O’Connor said she was so grateful for the care and support shown to both her and Frank. “I want to thank all the Police, the Air Wing, the SES volunteers, the Mens Shed for the firewood and everyone for their efforts. “Frank is still in the

Ballarat Base Hospital but improving all the time. “He still has no memory of the 24 odd hours that he was missing, but he is today [Monday] less confused” Jo said.

Reference Group begins considering site for Early Learning Centre IN 2022 Northern Grampians Shire Council (NGSC) was selected as one of the first Local Government areas to have the ‘Best Start, Best Life’ reforms rolled out. St. Arnaud was identified as needing extra infrastructure to accommodate for increasing kindergarten hours, with new buildings to be granted by the State Government. These modular buildings, designated to bolster the roll-out of the “Best Start, Best Life” reforms, are poised to accommodate a total of 66 licensed kindergarten places, facilitating access to quality education for three-and four-year-old children in the region. In 2023, the NGSC engaged with the community regarding a suitable site and after a community uproar about the selection of the Market Square for the site and calls that

the engagement had been inadequate, NGSC ruled out Market Square and later decided to restart the process to investigate both a future

integrated early years’ service and site. As part of its commitment, NGSC will now explore an integrated service model tailored to meet the

evolving needs of the St. Arnaud community. This underscores NGSC’s commitment to invest in cost-effective, quality early childhood education

and care well into the future. NGSC established a Stakeholder Reference Group (SRG) for the St. Arnaud Integrated Early Years Project, comprising a diverse range of stakeholder representatives, includ-

ing three community members. This group serves as a vital conduit for community input, ensuring that the project's progress remains informed by the perspectives and insights of those it serves. The SRG had its first meeting last week on Tuesday 9th April, marking a key point in the project. The agenda was set to focus on project objectives, including identifying aspirations for a future integrated early years centre. “This collaborative approach highlights the council’s commitment to achieving positive outcomes for our youngest St Arnaud residents,” said Mayor of NGSC, Cr Rob Haswell. • Cont. page 3.

Reference Group begins considering site for Early Learning Centre • From page 1. The SRG was briefed on the site selection criteria and time frames required to enable the new kindergarten buildings to be operational by January 2025. The group was also briefed on the process of engaging with the community regarding how the council delivers a future integrated early year’s model. Advice will be sought from the group regarding delivery of 66 new kindergarten places by January 2025 at the Primary School verses engage widely on both the future service model and the site. “If the council commit to enabling the new kindergarten buildings to be operational by January 2025, the only site available based on the site selection criteria is the State Primary School.

“Preliminary selection criteria also indicates that sufficient space is available to accommodate a future integrated centre,” said Cr Haswell. The SRG will reconvene again in the coming weeks to provide their advice, further empowering the council to make informed decisions within the broader framework of the State Government's Best Start, Best Life reforms.

However, Councillor Eddy Ostarcevic has stated that Martha Haylett, the Member for Ripon, is working in the background on the issue. “She is actively engaged” said Cr. Ostarcevic. “She has been granted formal approval to call on the Minister” he said. Cr. Ostarcevic wants the minister for press pause on the project and to call for real and effective community engagement on the issue.

Sunraysia Highway Improvement committee will call on Melissa Horne Minister for Roads and discuss the Sunraysia Highway issues of road sealing, overtaking between Waubra and Lexton and the issue of the railway line at St. Arnaud. Recently reported to Cr Ostarcevic was a local resident pushing a pram and who was forced to go onto the road at the line, when a large truck was coming in the other direction. The VicRail did not put in a pedestrian track at the line when they completed the work.

St. Arnaud Police Report . . . St Arnaud impound At approximately 5pm on 3rd April 2024, St Arnaud police were patrolling Napier Street, when they intercepted this vehicle being driven by a 62-year-old male. Checks revealed

that the male’s licence was suspended, and his vehicle was impounded for 30 days at a cost of $2375. The male will be summoned to the St Arnaud Magistrates Court to explain as to why he was driving with a suspended licence.

Ostarcevic said. “To do that a decision needs to be made by May 2024. “We need to have tenure of the land that

this proposal sits on to enable us to deliver Stage 2 of the facility (the full integrated centre). If the Steering Committee cannot come to a decision by May, then it is possible that the State Government will take up an offer from another local government area that is in a more positive position to have the buildings ready for January 2025 commencement. The full integrated building would be funded by a combination of grants and funds from the NGSC.

The 2024’s service person is Lance Corporal William James Thwaites. William James Thwaites was born at Carapooee West in 1890 the son of Thomas Thwaites and Alice

Murray Guskich who had four children from a previous marriage. Alice died in 1893 along with a newborn daughter also named Alice. The four Guskich children went to their relatives whilst Will

stayed with his father who in 1895 married a widow, Charlotte Romey Durant, who had a small child Bill. In quick succession Thomas and Charlotte had three children John, Thomas and Gladys before tragedy again struck the family in 1900. The father Thomas developed a growth in his armpit and he was admitted to hospital in Creswick where he died in August of that year, aged 37. He left behind a widow with 5 young children. Charlotte left the district with her four children leaving William to be raised by his extended family in the Carapooee West district attending the local school there. He was heavily involved in the many social and sporting events held in the area and when war broke out in 1914 his occupation was listed as a labourer. The United Kingdom became involved in WW1 on the 4th August 1914 when King George V declared war on Germany.

December 1914 William James Thwaites at age 24 years and 7 months was examined by the Examining Medical Officer in St. Arnaud for his suitability for Active Service. The Doctor considered him fit for active service and he enlisted in the Australian Imperial Force on 2nd January 1915 with his Terms of Service being “War plus 4 months”. He was posted to B Company, 21 Battalion AIF at Broadmeadows. On 4th January 1915 Will Thwaites was among 7 volunteers who were given an official farewell at the Town Hall beginning at 8 o’clock in the evening. A procession left the weighbridge for the Town Hall at 7 o’clock. It included the Band, Fire Brigade, C Company 73rd Infantry without rifles, Citizens Forces, South African Returned Soldiers and Victorian soldiers. The 21 Infantry Battalion lef t Melbourne for Egypt on 10th May 1915 on the HMAT Ulysses but before he left there was another farewell for Will on 3rd May at Carapooee West where a large number of friends gathered. The chairman for the evening was Mr T J Storer and speakers were W Torney, Mr Edelsten and W H Carney who presented the soldier with a gold watch guard. Singing and dancing followed. The 21st Battalion arrived in Egypt in June 1915. As part of the newly raised 2nd Australian Division, it proceeded to Gallipoli in late August. It was an eventful trip, the battalion's transport was torpedoed near the island of Lemnos and had to be abandoned. The battalion finally landed at ANZAC Cove on 7th September 1915. It undertook mainly defensive duties along the Australian line until December 1915 when they were evacuated from Gallipoli after the decision was

taken to withdraw Allied forces from the peninsula. Private Thwaites became ill at Gallipoli and on 1st October was evacuated to Malta aboard the hospital ship the SS Gloucester Castle and was in hospital there until November of that year when he was moved on to Greece and Egypt. He rejoined the 21st Battalion at Tel-elKebir, Egypt on 15th January 1916 with the Battalion again becoming part of the British Empire Force in Alexandria on 19th March. They were transported to Marseilles France disembarking on 26th March 1916. On 21st April it was the first Australian battalion to commence active operations on the Western Front. During the battle of Pozieres it was engaged mainly on carrying duties but suffered its heaviest casualties of the war during the fighting around Mouquet Farm which was a German held and heavily fortifiedstronghold. More commonly known as “Moo Cow Farm” to the Australians it was repeatedly and ultimately unsuccessfully attacked by the AIF Battalions with some 15,000 soldiers killed, wounded or missing. L ance Corporal William James Thwaites, number 517, was one of those killed. His body was never recovered.

The other eight “Comrades in Arms” are buried on the field of battle or in the case of L/Cpl W J Thwaites whose body was never recovered in places unknown. Memorial Honours L/Cpl Thwaites is honoured at the VillersBretonneux Memorial in France, the Stuart Mill Memorial on Robert Thwaites’ grave in the Stuart Mill cemetery, by tree number 52, a Golden Poplar at King George Park, St. Arnaud and a number of Honour Boards and Rolls in the St. Arnaud district. Bicycle road racing has been revived after a lapse of a considerable period by Mr R Lardner of Napier St, who also donated the trophies. The race started from Mc Rostie’s corner on Silvermines Road, along Watson’s Lake Road for 2½ miles and return, making a distance of 5 miles. There were 22 entries but only 13 completed the course, which was won by Master Harry Coleman of the ‘Mercury’ staff in 15 mins 27 secs. He was presented with a silver teapot, and H Hicks, who finished in second place in 16 mins 17 secs, received a tyre and tube, while third place went to W G Wallace in 17 mins who received a bicycle lamp.

Deaths Mrs Mary Grigg widow of Isaac Grigg died age 80, above the draper shop in Napier St, where she lived with her daughter Catherine. Mary Tinney was born in Cornwall where she married Isaac Grigg and they moved to Australia 65 years ago, eventually settled in St. Arnaud and raised eight children. She was buried with her husband who died in 1915 age 79. Mr Alfred Duxson, second son of Mrs and the late Mr John Duxson of Wallaloo died age 35, leaving a widow and two sons age 6 years and 3 years. Alfred’s widow Elsie is the daughter of Mrs and the late Mr Duncan Robertson of Marnoo.

Order of ANZAC Day in Charlton ANZAC Day, the One Day of the Year when Australians and our New Zealand cousins remember the landing at ANZAC Cove in the early hours of 25th April 1915; 109 years ago but still strong in our memory. We honour our dead from all wars, conflicts and peace keeping operations and we reflect on the sacrifices of all who have served. Charlton’s commemorations on Thursday 25th April will follow traditional lines, starting at the Cenotaph in High Street, then the March to the Shire Hall in Armstrong Street, the ceremony in the Hall and concluding with refreshments in the

RSL Clubrooms. RSL members are asked to assemble at the Cenotaph at 0840 hours; Parade Fall In! will be called at 0850 and wreath laying will take place at 0855 in the order: RSL and Shire; then schools and organisations; then members of the public. At 0900 the Ode will be recited, followed by the playing of Last Post, Reveille and Rouse.

The March, accompanied by the Charlton and Wycheproof Community Brass Band under the baton of Bandmaster Brian Heenan OAM, will start at 0905 and proceed from the Cenotaph down High Street, turn into and along Armstrong Street and halt at the Shire Hall. Af ter Parade Dismiss, RSL members and the general public will enter the Shire Hall for the formal ceremony.

The collection for the afternoon totalled £47 5/7.

Race Night The Euchre Party and Dance, held on race night, on behalf of the Higher Elementary and State Schools’ Improvement Fund, was a huge success. The net takings totalled £15 clear. The occasion marked the opening of the new supper-room at the Victoria Hall, and also the first public appearance of the Charlton Jazz Trio. At the euchre tables 84 people sat down. The gentleman’s award was won by Mr Frank Soding. The ladies’ prize went to Miss Ruby Chalmers. After that, it was on with the dance, and the floor was crowded from start to finish. A sumptuous supper rounded off a delightful evening. The Jazz Trio (Miss E. Dillon, piano; Mr I. Richards, slide trombone; and Mr G. A. Reed, drums, traps and effects) lived up to its slogan – the Trio that “sets your feet a’tingling.”

Tribute to a Teacher It was felt by the staff and pupils of the State School and the Higher Elementary Schools that they would like to mark in some way the approaching marriage of one of their esteemed teachers, Miss Margaret O’Connor, to Constable J. Daniel. Staff and students assembled in front of the school verandah, no single room being large enough to accommodate all those who gathered together. For the ladies of the staff Miss Lucy Soding wished her all the best in her new sphere of life. Ida Hando spoke for the girl students and Allan Bateman for the boys. The Headmaster, Mr N. McHutcheon, handed Miss O’Connor a pair of massive silver vases. Miss O’Connor returned thanks for the beautiful gifts.

Charlton HES win Tennis Shield In the tennis finals of the North-Western Higher Elementary Schools’ Sports Association, the Charlton team met Inglewood at Wedderburn. The weather in the morning caused great anxiety to the prospective players. The cars from Charlton left about mid-day, and after a somewhat rough trip, the local young ladies arrived at Wedderburn. There it was that the meteorological conditions did not preclude the decision of the matches, from which Charlton emerged with the honors, and for the fourth year in succession won the Tennis Shield. The Charlton team were accompanied by the Sports Mistress, Miss Z. Hazlett, and Mr J. Anson. The Charlton players were: Alice Arundell, Gwen Edwards, Dorothy Dew and Freda Edwards. Charlton Probus Club Report THE Charlton Probus Club’s April meeting was held at The Charlton Senior Citizens Club and it was pleasing to see 42 members present. A two minute talk was given by Bronwyn Fisher on “The Blue Tree Project.” This project was founded with a mission to help spark difficult conversations and encourage people to speak up when experiencing mental health concerns. It developed from the tragic loss of a person to suicide. The blue tree is a visual reminder to check in on loved ones. The Footy Tipping leader is Noreen Ryan with 27 winners. The Guest Speakers were Rae and Brian Heenan who spoke about their experience of being nominated and receiving OAMs (Order of Au s t r a l i a ) i n t h e Australia Day honours list in 2023. The process takes two to three years to gather information before being nominated. Rae and Brian were nominated for their outstanding commitment to the Charlton L awn Tennis Club

Contributed and the Charlton Badminton Club. Their other voluntary roles have included being committee members for Charlton Little Athletics and Charlton Netball Club. Both Rae and Brian have also been past members of the School Council for Charlton College and St Joseph’s Primary School. Brian was also acknowledged for his commitment to the Charlton – Wycheproof Brass Band and the Charlton Traffic Safety Education Centre. He was also a member of the Wooroonook CFA. Rae was acknowledged for her commitment as a past leader for the Girl Guides. In 1999 Rae and Brian both received Distinguished Services Award, for 25 years’ service, from the Victorian Badminton Association. In 2017 they received Te n n i s Service Awards from

Tennis Victoria. Rae and Brian have both received Charlton Citizen of the Year Awards – Rae in 1991 and Brian in 2003. On 4th April 2023 Rae and Brian went to Government House to receive their medals from the Victorian G o v e r n o r, Linda Dessau.

They encouraged anyone who has not been to Government House to go to an Open Day – it is an amazing experience. Rae and Brian have not rested on their laurels and continue to contribute to local sporting and community organizations.

As part of the award criteria, children and staff engaged with families, completed a number of fun learning experiences, and reviewed the centre’s menu and policy for the three key Smiles 4 Miles messages: • Drink well Drink tap water or plain milk and avoid sugary drinks like cordials, juices and soft drinks.

THIS year Goulburn Valley Croquet Association hosted the Victorian Country Regional AC - Contributed Championships. This prestigious event was celebrating 60 years of competition between the country regions. It was held at Rich River Croquet Club from Monday 8th April to Wednesday 10th April. Unfortunately, two regions were unable to field a team of four so seven regions competed. Charlton is in the Murray Valley Association. As well as being a very competitive event showcasing high quality croquet, it has a strong social context with a welcome BBQ on Sunday and a formal dinner on Tuesday. The weather was fine but cool. Congratulations to Naomi Patullo who won Section 4 in her first appearance at the Championships. Naomi and her opponent were undefeated going into the last round, with Naomi emerging victorious. Naomi also won the

special award presented to a Section 4 competitor for the Player With the Most Potential. This award is judged by the referees. Naomi reduced her handicap to 14. In Section 1 Lindsay Patullo finished 3rd, winning 4 games out of 6. Lindsay only lost to the eventual winner and runner up. Lindsay also reduced his handicap. Anne Kenny competed in Section 2 but had a disappointing tournament. The Section 3 player was Darren Barnes, from Swan Hill, and he won 4 games out of 6. There is also a shield for the team having the highest aggregate of hoops. Murray Valley finished fourth. We now look forward to the 2025 Regionals which will be hosted by Geelong District Croquet Association.

Natte Bealiba footy AS we headed into the first round of the season against Avoca Natte had a big day ahead of them.

11s The 11’s went down by a couple of goals in a terrific effort by the boys. First gamers had a crack and the mids worked hard. Best Brax, Baxter, Turbo and C.J

14s The 14s were up against a much bigger side but they didn’t back down. It was a good first up effort going down by 4 or 5 goals. Great effort by the first gamers along with Cam, Will, Jed, Harry and Ollie

17.5 Under 17.5's came away with a convincing win 56- 95. Best on field went to Blake Ross,

Reserves The twos started the year off with a win over old rivals Avoca. While the scoreboard showed a one sided game the dogs put up a good fight with Natte only able to play their game style in short patches. Job done but a bit to work on. Better players were Chrisso at full back, Lyndo (4 goals) captain Ev, and the two Cane boys.

Seniors The seniors had a ripping win 4 quarter effort, running out the game well. Emmet kicked 6, Buster 5 and Bobby Temp 4, with Vadala and Haysey rounding out the best

Natte Bealiba netball AS we conclude the first round of the season, Natte Bealiba netball had mixed results throughout the day against strong opposition - Contributed Avoca.

U11 Under 11’s girls were level at quarter time, but gradually built on their lead as the game progressed. It was a great team effort with all girls giving 100% and adjusting to numerous position changes throughout. Awards for the week went to Lilah Ross and Aisha Maffescioni. The girls had a fantastic win for their first game, 16-2.

U13 13s and unders had a slow start to the scoreboard against a top age Avoca team. Our girls managed to come out firing in the 3rd quarter to score well and add strong defensive pressure to become a point down, unfortunately Avoca got away with the win 10-6. Vouchers went to Sienna Maff and Maya Ross

U15 The under 15s had a beautiful win against Avoca winning 32-6. The girls created some great passages

of play and worked tirelessly as a team to get the win. Awards went to Darcy Williams, Arna Tatchell, Ruby Martin and Charlotte Liddicoat. Well done girls!

U17 The 17/U team started the season with a convincing win 28 to Avoca 17. Macy Tatchell received an award for a beautiful game in goals while Olivia McClelland received the SportsPower award for her great defensive turnovers.

C Grade The C grade girls had their work cut out for them coming up against last year’s premiers! The girls were fired up from the start and our strong goalies moving beautifully whilst the mid court girls worked tirelessly. Our defence end made many turnovers! A great start to the season coming away with a win! Awards going to Teags, Beth and Sienna!

Score was 47-32

B grade We knew this was going to be a tough and physical match. We welcomed back Ash McClelland and Anna Mortlock to the court, both proving they haven’t missed a beat, naming them the two best for the day. Anna and Toni Bucknall were strong all day in defence, while Kayla Stewart also worked hard all day in attack. Some new combinations were on show and with time, the girls will settle into these. Unfortunately we went down by 9 goals at the final whistle. A really tough start to the year and a game we knew was going to be a close one. Natte girls came out strong in the first quarter, leading by 4 at the first break. The second quarter was unfortunately the undoing, losing 20-8 to a very powerful Avoca. However, Natte girls did stage a big come back and were only down by 3 with 2 minutes left in the match, but unfortunately went down by 6. Awards went to Ellie, Shannae and Maddie.

St. Arnaud vs Wedderburn U/17 footy OSCAR Holt and Sam Lockhart have taken the coaching reins again for the Redback under 17s. - Contributed With player numbers continuing to be an issue for the Redbacks, St. Arnaud’s willingness to share players was much appreciated. The Saints hit the scoreboard early and were able to add to their goal tally in each quarter. The Redbacks despite a physical disadvantage were still able to produce good passages of play involving effective use of the ball whether by hand or foot. Recruit for the day, Liam Budge (following

Will and Ben Cunningham along with Deacon Tansley provided good support with positive attack on the ball. Round 1 hockey St. Arnaud vs Wedderburn THE weather was pretty perfect for our first home - Contributed game. Wedderburn was struggling for numbers this season however in true community spirit our Minkey Kids were able to have a SAINTS scratch match and get some game skills for this weekend against Wycheproof. We also sent a call out mid week for Saints U12s who came up and put on the red and black to help make up numbers for Wedderburn's Underage Team to field a team for them. New ruckman Zac Phillips was very solid in the ruck, and showed immense value around the ground, he was awarded with the North West Ag towel. Ryan L empa showed some significant signs of what he will bring to the table as the season rolls on, and will be dining out at the Farmers Arms, while “Mr Consistency” Kurt Torney was also solid in defeat, walking away with the St. Arnaud Sporting Club meal. Overall, whilst it was obviously a disappointing game for the Saints, there were some very significant signs of things starting to come together after a couple of very disappointing years. Golf season opens with a tree planting ON Sunday 14th April, Golf Club President Chris Campbell officiated in front of 29 golfers and members of the Proctor family with the ceremonial planting of the John Proctor tree at the entrance to the Country Club. This tree is in recognition of the input to the Golf Club by John over many years. Daughter, Brenda, then hit the first ball of the season safely down the fairway to get the 2024 season underway. The first event of the year was 9 holes followed by a BBQ and beer, all of which was very much enjoyed. Many thanks to the chefs, Deb Campbell and Leigh Hines. Redbacks hit Lord Nelson Park running ROUND 1 of North Central Footy action kicked off on Saturday, as the Saints hosted the Wedderburn Redbacks.

A quick windback firstly. Thursday night saw a packed LNP social room, with significant overflow into the Sheep Pavillion, as Football Netball and Hockey officially came together for the first time in 2024, where Kim and her team cooked up a storm! They have everyone’s favorite casserole night coming up tomorrow night, and if you would like to join them for dinner, please let them know as soon as possible via the St Arnaud Football Club facebook page. It was a feeling that I’m sure coaches Hayden Torney and Luke Ezard can get used to, as for the first time since covid, 21 names were read out on the reserves team on the Thursday night. This is just one of many signs that things are indeed turning for the Saints.

Saturday was a day of milestones for the Saints. Beau Knight made his return, as he played his 150th game in the Red, White, and Blue, while Riley Burke played his 50th. The Saints also welcomed a number of new players in for their first games; Scott Driscoll, Zac Phillips, Bailey Nicholas, Ryan Lempa, and Brayden Phillips in the seniors, with Ryan Newton and Shane Walton playing their first Saints games in the Reserves.

Seniors In the Senior Footy, it was a white hot Redback team that got the jump on the Saints, running to a 6 goal lead by quarter time. Despite passages of very solid play by the Saints, Wedderburn were able to continue to creep away as the game went on. Full credit to new

Redbacks coach Tom Metherell, he has his troops up and about early, showing a real hunger for the footy. In this scribe’s humble opinion, it is the best the Redbacks have looked since 2012. For the Saints,
