The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.
Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Hello readers! In the 20th June 2021 edition, our weekly monitor includes 93 new calls recently opened by European Institutions and Agencies. This week we offer a focus on the Pathfinder Challenges offered by the European Innovation Council in its 2021 Work Programme. Horizon Europe issued 2 new calls. Other new funding calls recently issued are from Creative Europe (supporting Journalism, Translation of Literary Works, Codevelopment projects). A new call was issued by DIGIFED consortium. Europeaid published 4 new calls supporting developing countries.

Research and Innovation
The European Innovation Council Pathfinder: the new Challenges for 2021 The European Innovation Council As already reported in our Magazine (in the last 11th March edition) the European Innovation Council has been launched in a official webconference on 18th March 2021 by the European Commission. The EIC is intended to support innovation in all its phases across Europe, since research and development, to validation and technology demonstration, scaling up, and access to market. Its main beneficiaries are researchers, innovation experts, investors, startups, SMEs. EIC is provided with a budget of more than €10 billion for 20212027, to become a one-stop-shop for innovators throughout Europe. Governance of EIC is managed by a EIC Board, with independent members appointed from the world of innovation (entrepreneurs, researchers, investors, corporates and others from the innovation ecosystem). Furthermore, EIC funding is managed under the leadership of EIC Programme Managers who develop visions for innovation and technology breakthroughs and steer portfolios of projects to achieve these goals. Another specific feature of the EIC is that it provides funding for individual companies (mainly startups and SMEs) through both grants and investments. The investments currently take the form of direct equity or quasi-equity investments and are managed by the EIC Fund. The European Innovation Council Fund This fund provides equity from €0.5m to €15m to breakthrough 4 - CALL4EUROPE
innovation companies selected for EIC Accelerator with blended finance support (grant and equity). The EIC Fund is a unique entity owned by the European Commission and established to make direct equity investments in companies. The EIC Fund lets private investors invest in future breakthrough innovations, that are supported by the EIC. In this way, private investors can have access to a Europe wide flow of relevant investment opportunities, already in contact with the EIC. The Pilot Phase Until 2020 there has been a pilot phase, to experiment a centralised management for direct support to innovators throughout Europe. Results of the EIC pilot phase, have been: - over 430 projects on Future and Emerging Technologies, involving over 2700 partners. - over 5,700 startups and SMEs, who have raised over €5 billion in follow up investments (3 euro for every euro from the EU budget) and on average, more than doubled the number of employees in a 2 year period. The Pathfinder Initiative in the EIC Workprogramme EIC published on march 2021, a yearly work programme, where all initiatives, objectives and funding schemes available for the current years are all described. Among them, the Pathfinder Initiative is aimed at sustaining projects inspired by visions for
future breakthrough technologies or scientific innovations. Pathfinder funds welcome the high-risk / high gain and interdisciplinary cutting-edge science collaborations that underpin technological breakthroughs. Regarding to eligibility conditions, applicants participating in EIC Pathfinder projects are typically visionary scientists, entrepreneurial researchers and, research organisations, start-ups, high-tech SMEs and industrial stakeholders. Projects typically involve consortia of researchers and other partners from at least three different countries, but there are also opportunities for individual teams and small consortia (two partners). Grants of up to 3 to 4 million euro support early stage development of future technologies up to proof of concept. The 2021 Pathfinder Challenges The EIC 2021 Work Programme includes specific Pathfinders challenges which the EIC will aim at supporting through a portfolio of projects that explore different perspectives, competing approaches or complementary aspects of each Challenge (described in the next page). The total indicative budget for Pathfinder call is EUR 132 million. Grants will be provided for Research and Innovation Action to cover the eligible costs. Proposals with an EU contribution of up to EUR 4 million are seen as appropriate. The funding rate of this grant will be 100% of the eligible costs. Projects funded through EIC Pathfinder Challenges are eligible to receive additional grants of up to EUR 50 000 to undertake complementary activities and to submit an Accelerator proposal via its Fast Track scheme.
The 2021 EIC Pathfinder Challenges Awareness inside: new concepts of awareness on systems other than human, including technological ones, are to be investigated with implications of how it can be recognised or measured. This will lead to better approaches for defining aspects of awareness over different temporal, spatial, biological, technological and social scales, demonstrating a proof of technologies and investigating ’awareness inside’ i.e. for safer robots or self-driving cars. New approaches for awareness engineering, its technological toolbox, the needs and implications and its limits, including ethical and regulatory requirements.
Cell and gene therapy: CGT are widely accepted as top biomedical trends for over three years now and continue to evolve in their use for treating human diseases. This challenge aims at reinforcing critical components of the European cell and gene therapy community, sustaining convincing technological solutions and/or new breakthrough concepts that go far beyond the current state-of-the-art, specifically through disease-specific or non-disease-specific proposals, focused on emerging technologies or technological solutions aimed to overcome the current cell and gene therapy challenges.
Novel routes to green hydrogen production: this challenge supports the developing of novel processes and technologies to produce green H2, at different scales (from small to large), entirely based on (i) renewable sources and (ii) non-toxic, non-critical raw materials. It focuses on the potentials of new biological, chemical, and physical routes for green H2 production. Target is the development of innovative technologies and platforms for green H2 production, including both centralised and/or on-demand generation (i.e. at the premises of the end users and for onsite consumption).
Measuring and stimulating brain tissue: the challenge wants to support the design of a full device with unique features for targeting currently untreated disorders in brain/neuronal systems and/or the investigation of new or nascent physical principles or methodologies that could be the basis for future brain sensing and/or stimulation technologies, with clear and quantifiable advantages. Focus is on techniques that can offer unprecedented data on brain function or that allow unprecedented modulation of brain activity for therapeutic purposes or brain-computer interfacing. Engineered Living Materials: ELMs are composed, either entirely or partly, of living cells. This challenge intends to support the overcoming of current technological challenges to harness the engineering potential of nature for these materials’ production, to support the development of new technologies and platforms enabling the controlled production of made-ondemand living materials with dynamic functionalities, shapes and scales; and to build a community of researchers and innovators in ELMs across Europe.

INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES
Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.
Administration
Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.
Eligible Applicants
Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

Eligible Activities
● provide scalable and interoperable open source SSI components for eSSIFLab Framework (i.e. that fit in the eSSIF-Lab vision and functional architecture), and ● participate in an ecosystem with other participants in eSSIF-Lab for the purpose of: o improving this vision, architecture, specifications etc., o ensure the various kinds of interoperability (at the technical and process levels); o addressing each other’s issues, including those originating from beneficiaries of the business-oriented calls. DIGITbrain project has the ambition to transform the CloudiFacturing Solution and ecosystem (developed in the H2020 CloudiFacturing Project) towards the requirements of Manufacturing as a Service (hereafter MaaS), utilising the Digital Brain and its underlying technology components as the main innovation of the project. MaaS is a smart business model that aims to democratise the access of advanced digital technologies and advanced manufacturing technologies to manufacturing SMEs.
Eligible Activities
Application experiments are expected to cover any segments in the manufacturing sector at large, including (but not limited to) discrete manufacturing, continuous production, or construction. Application experiments should aim at covering the development and uptake of digital technologies especially in segments where these are underexploited. In line with the DIGITbrain solution, application experiments are expected to model behaviour of an Industrial Product (manufacturing machine, line or mechatronic system) with the means of a Digital Twin. In addition, they are expected to demonstrate benefits in different phases of the life cycle of this Industrial Product, its adaption and/or evolution to new generations of this industrial product.

Supporting up to 17 start-ups/SMEs in education and digital learning through a hybrid incubator-accelerator. We will validate, test MVPs (Minimum Viable Product) and prepare them to reach the market by providing early business and go-to-market support, in collaboration with education experts.
Eligible Activities
Start-ups/SMEs will receive business and educational mentoring and training services both in Stage 1 and 2. Experts will help to analyse the potential of the start-ups/SMEs by short-cycle piloting in real educational settings to obtain preliminary impact assessment data that investors and clients require. stage 1): Up to 17 selected companies will be supported to develop an MVP (Minimum Viable Product) based on their prototype (as described in section 3 below), at the end of which their MVP will undergo live testing by a pool of experts in education. They will receive up to €87,388 of EU Grant – of which up to €10,000 will be paid in the form of vouchers to access business and educational mentoring services, with the rest being paid as an equity-free lump sum. Stage 2): Up to 8 companies selected from Stage 1 with the best performing MVPs will receive additional support to bring their solutions to the market, either through piloting in schools or through beta testing, to assess the impact and performance of their solutions. They will receive up to €110,000 of EU Grant – of which up to €20,000 will be paid in the form of vouchers to access business and educational mentoring services as well as other services to pilot solutions, with the rest being paid as an equity-free lump sum.

Objective
The prize is awarded to the most talented women entrepreneurs from across the EU and countries associated to Horizon Europe, who have founded a successful company and brought innovation to market. The prize is launched and managed by the European Innovation Council and SMEs Executive Agency, and the winners are chosen by an independent expert jury. In the ‘Women Innovators’ main category, three prizes of EUR 100 000 each are awarded to the women who, in the opinion of the jury, have excelled in all award criteria and stood out amongst the other applicants. Objective
to develop and implement the pilot(s) of the European Master of Science (MSc) programme(s) for High Performance Computing (HPC). The graduate education programme(s) will focus HPC and HPC-usage. They will demonstrate the added value of a pan-European education programme, committed to academic excellence, that offers students an outstanding career perspective in international companies and research institutes. The availability of HPC experts to drive the European digital transformation, such as HPC administrators and architects, HPC proficient data scientists, HPC application developers and expert users, depends on the education of highly skilled and talented graduate students. The call aims at creating one or more pan-European pilots for the development of a modern HPC-centred education programme to reach scientific and industrial target groups and to serve key actors in the private and public sector. Proposals under this action should detail a pilot programme that aims to develop a qualitycontrolled educational master programme for HPC and industrial applications in HPC of pan-European reach. The action should support the design and delivery of a master programme of pan-European reach for 50+ students per annual intake, equivalent to 120 ECTS and targeting advanced skills development to widen the scientific and industrial use of HPC applications. Two cohorts of students should complete the pilot programme.
Eligible Activities
Proposals should reach out to new stakeholders for inclusion in (future) development of AAL solutions, build strong collaborations with end-user organisations and other stakeholders and support community building with new customers. They can result in well-substantiated ideas or proposals for AAL solutions to be submitted in a later AAL call (or elsewhere).
Eligible Applicants
As consortium partners following types of institutions are eligible: Higher education institutions (HEI) that are able to deliver a curriculum equivalent to 120 ECTS credits and award a master degree diploma (coordinator and main partners); Supercomputing centers Research institutions focused on HPC; Other entities eligible for participation in H2020, including private and for-profit companies, are eligible to participate in the action in exceptional and well-justified cases.

Every year, the European Union recognises cities with inclusive innovation ecosystems by awarding the recognition prize European Capital of Innovation Awards. The awards identify urban ecosystems that connect citizens, the public sector, academia, and business, and successfully translate their results into improved wellbeing of their citizens, while boosting game-changing innovation. The award is part of the European Union’s efforts to raise awareness about the benefits of urban innovation ‘with’ and ‘for’ citizens, supporting cities in addressing relevant societal challenges, and strengthening their urban resilience.
Eligible Activities
The Awards will feature two categories: A) European Capital of Innovation 2021 category: 1 winner: the winner will be named the European Capital of Innovation 2021 and will receive a prize of one million EUR. The prize is dedicated to recognise the winning city’s innovative practices, raise its international profile, and enhance its capacity as a widely recognised role model city for urban innovation. 2 runners-up cities: top two cities (ranked 2 nd and 3rd) with the most disruptive innovation practices that lead to outstanding impact will be awarded each a prize of 100 000 EUR. B) European Rising Innovative City 2021 category: 1 winner: the winner will be named the European Rising Innovative City 2021 and will receive a prize of 500 000 EUR. Eligible Applicants
The candidate city must have a population of minimum 250 000 inhabitants. In countries where there are no such cities, the biggest cities are eligible and can only apply to a single category, provided that their population is of minimum 50 000 inhabitants. The candidate cities for the European Rising Innovative City category must have a population of 50 000 and up to 249,999 inhabitants. Winners of former European Capital of Innovation Awards editions, as well as runners-up of the edition organised one year prior to the current edition are not eligible. This does not apply to previous finalist cities.

Eligible Activities
The European partnership on biodiversity ‘Rescuing biodiversity to safeguard life on Earth’ is one of the actions included in the EU biodiversity strategy for 2030. It should coordinate research programmes between EU and its Member States and associated countries and trigger combined action. For the first time, it should mobilise environmental authorities as key partners in carrying out biodiversity research and innovation, along with ministries of research, funding agencies, and environmental protection agencies. The partnership’s co-created strategic research and innovation agenda for seven years should include calls for research projects, biodiversity- and ecosystems monitoring and science-based policy advisory activities. The composition of the partnership should include at least a geographically representative distribution of national and regional research and innovation authorities and funding agencies, environmental authorities, and environmental agencies from EU Member States, associated countries and their regions. The number of partners and their contribution should be sufficient to attain a critical mass in the field. Partners are expected to provide financial and/or in-kind contribution, in line with the level of ambition of the proposed measures.

In the project, 20 partners develop a comprehensive software platform that already hosts a wide range of different software modules (referred to as components) that cover a broad spectrum of industrial requirements and functionalities in the context of modern, flexible, and data-rich manufacturing. In this first open call, we are looking for groups of two partners consisting of a system integrator and a manufacturing company. Note that at least one partner is required to be a SME. The system integrator is in charge of implementing the pilot on the production side of the manufacturing company. To this end, the solution is required to make use of the SHOP4CF architecture and the respective components. In particular, the integrator is asked to use pre-existing components as well as to develop new components from scratch whereas the new components are supposed to be published on the SHOP4CF marketplace. Note that the industrial relevance of the pilot, the targeted technical maturity, and the proper consideration of human factors will be important criteria for the selection of the final proposals.

Facing societal challenges award: to reward innovative procurement practise aimed to face covid-19 pandemic. Procurement leadership award: to reward the outstanding individual(s) who empower(s) their team to succeed and trigger innovation procurement practices. The awards would stimulate innovation procurement; acknowledge and support the efforts done by procurers, SMEs and start-ups to bring products to the market in the innovative way; and build a community of European procurers to share, work together and inspire each other in the design of innovative procurement processes, and particularly in the delivery of public services.

The EIC Transition Open aims at funding innovation activities that go beyond the experimental proof of principle in laboratory. to build synergies with the wider European startup ecosystem via a new wave of actions under the Commission’s existing Startup Europe initiative. The actions will act as a catalyst to fulfil the potential of European startups, in delivering market-ready applications and technology solutions that can contribute to the competitiveness and strategic autonomy of EU industry in key technology areas and value chains.
Eligible Activities
Actions will reinforce the activities of the European Innovation Council by targeting digital and deep tech startups that have received support from EIC to support their scale up in Europe. The actions can support also deep tech startups not yet been supported by the EIC, including startups that have already received private investment or EU funding (e.g. under Horizon Europe or the Digital Europe Programme), and raise their awareness of the opportunities on offer from the EIC. It is foreseen that the targeted startup communities will contribute to development of applications that foster climateneutrality, digital and circular economy, clean industry and user-centric technology development, while also encouraging inclusiveness, and incorporating European social and ethical values. Actions should also ensure the integration of startups with the Digital Europe Programme (for example from European Digital Innovation Hubs), the non-EIC parts of Horizon Europe (for example detected using Innovation Radar intelligence) and national programmes targeting startups. Actions should be published on the Startup Europe one-stop-shop and where relevant in the EIC Community, raise broad awareness of support for startups, while knowledge generated by the project(s) should contribute to EIC Business Acceleration Services and the general activities of the EIC Forum. Special attention will be given to support digital and deep tech startups and scaleups, wherever they are situated in Europe, to access innovation procurement opportunities (public or corporate procurers).

For technologies, awareness principles would allow a step-up in engineering complex systems, making them more resilient, self-developing and human-centric. Awareness is a prerequisite for a real and contextualised understanding of a problem or situation and to adapt ones actions (and their consequences) to the specific circumstances. Ultimately, awareness serves the coherent and purposeful behaviour, learning, adaptation and selfdevelopment of intelligent systems over longer periods of time.
Eligible Activities
Proposals are expected to address each of the following three expected outcomes: 1. New concepts of awareness that are applicable to systems other than human, including technological ones; 2. Demonstrate and validate the role and added-value of such an awareness in an aware technology, class of artefacts or services for which the awareness features lead to a truly different quality in terms of, e.g., performance, flexibility, reliability or user-experience. 3. Define an integrative approach for awareness engineering, its technological toolbox, the needs and implications and its limits, including ethical and regulatory requirements. This Challenge is only open to proposals for collaborative projects with at least 3 partners following the standard eligibility conditions. Proposals submitted to this call should tackle at least one of the following two challenges: A full device with unique features, e.g. targeting a currently untreated disorder, offering unprecedented miniaturisation, low latency closed-loop monitoring-stimulation feedback (if necessary), ultra-low power consumption, low/moderate invasiveness (e.g. compatible with implantation with endoscopic techniques), high-resolution, sustainable, etc. or New or nascent physical principles or methodologies that could be the basis for future brain sensing and/or stimulation technologies, with clear and quantifiable advantages. Focus is on techniques that can offer unprecedented data on brain function or that allow unprecedented modulation of brain activity for therapeutic purposes or brain-computer interfacing.
Eligible Activities
Proposals targeting a full device are strongly encouraged to establish a plausible work plan to realise by the end of the project at least 1) a working prototype device or instrument and 2) pre-clinical data with proof of therapeutic action. Proposals targeting the discovery of a new mechanism for monitor and/or stimulate are advised to de-risk the work plan by exploring multiple strategies in parallel, merging competing strategies into a single proposal for cost efficiencies and increased likelihood of success. Consortia considering both targets in a single proposal are advised to carefully analyse whether the high risk inherent to the discovery of new mechanisms or principles could hamper the plausibility of completing a full device hinging on said principles. All proposals must fully justify the clinical need for the targeted development, and structure the work plan accordingly, towards credible future transition to market. Proposals need to consider the cost-benefit of the targeted technology and demonstrate that the outcome will be acceptable by clinicians and patients.

Objective
Cell and gene therapy (CGT) are widely accepted as top biomedical trends for over three years now and continue to evolve in their use for treating human diseases. CGTs are expected to increasingly shape the medical treatment and diagnosis, as we are approaching the era of precision medicine. Cell-based therapy is a promising strategy for effective treatment across a wide range of diseases though the focus so far, has primarily been on cancer, e.g. Chimeric Antigen Receptor T-cell (CAR-T) therapy made from removing T cells from individual patients, engineer them to be able to recognize and kill cancer cells before re-administer them to the same patient. CAR-T cell therapy is widely regarded as having revolutionised the treatment of some blood cancers. Recent research evidence suggests that cell therapy can effectively apply to solid cancers as well. With this Pathfinder Challenge, EIC strategically aims at reinforcing critical components of the European cell and gene therapy community, such as focused research consortia, start-ups and spinoffs, in their ability to compete and sustain in this fiercely competitive field, full of challenges and obstacles all along the way from discovery to the manufacturing step. Proposals submitted to this call should effectively address exactly that, by proposing convincing technological solutions and/or new breakthrough concepts that go far beyond the current state-of-the-art.
Eligible Activities
Proposers are invited to submit disease-specific or non-disease-specific proposals, focused on emerging technologies or technological solutions aimed to overcome the current cell and gene therapy challenges in one or several the areas listed below, but without being restricted only to these areas. Objective
The development of efficient, sustainable and flexible energy systems is a key challenge for Europe’s energy decarbonisation and a corner stone of Europe’s 2050 climateneutrality goal, set out in the European Green Deal. To achieve such viable energy system, a particular support should be given to solutions aimed at increasing lifetime and decrease the cost of the overall system. In this context, Hydrogen (H2) has the potential to contribute to the above mentioned objectives.Currently H2 is largely produced from fossil fuels, commonly referred to as grey H2, or promising but still expensive blue H2 options, combining methane-to- H2 with carbon capture and storage, or renewable H2 pathways (green H2), entirely based on renewable electricity. Referring to green H2 production, the state of art technology is based on water electrolysis, with costs still higher than grey H2 and production processes affected by the use of critical raw materials. This Pathfinder Challenge aims at developing novel processes and technologies to produce green H2, at different scales (from small to large) and capturing cross sectorial coupling and system integration opportunities, entirely based on (i) renewable sources and (ii) non-toxic, non-critical raw materials.
Eligible Activities
In order to apply, your proposal should develop a proof of concept or lab-scale validated innovative green H2 production technology by biological, chemical or physical routes without the deployment of fossil fuels, potentially including the use of salt or waste water, air moisture, biomass or recycled by-products, or the co-production of decarbonised chemicals. Projects with multidisciplinary and cross sectorial approaches, looking for inspiration, ideas and knowledge in disciplines that are typically not in this kind of research, are particularly welcome. Projects are strongly encouraged to consider the recovery and recycling of by-products and wastes (circular approach), as well as the use of abundant natural resources. The safe and sustainable use of non-critical raw materials is mandatory and the projects should include a full life cycle analysis of the proposed solutions and their impact on Europe’s decarbonisation goals.

Objective
Engineered living materials (ELMs) are composed, either entirely or partly, of living cells. ELMs entirely composed of living cells are called biological ELMs and they selfassemble via a bottom-up process – e.g. synthetic morphogenesis for organoids’ production. ELMs only partly composed of living cells are called hybrid living materials (HLMs) and are built with a top-down process with integrated polymers or scaffolds. In both cases, the cellular components extract energy from the environment to form or assemble the material itself, and to adapt its morphology and function to environmental stimuli. This endows these materials with a combination of properties not present in any non-living material: self-regeneration, adaptation to environmental clues, longevity and environmental sustainability. By being alive, ELMs represent a fundamental change in materials’ production and performance, enabling new, better or similar functionalities, compared to traditional materials but with decreased costs and environmental impact. ELMs have the potential to transform virtually every modern endeavour from healthcare to infrastructures to transportation. With this Pathfinder ELMs Challenge the EIC seeks to seize the opportunity to position strategically Europe at the forefront of the ELMs field, which is still in its infancy. This Pathfinder Challenge aims to overcome the technological challenges to harness the engineering potential of nature for materials’ production. The specific objectives of this call are to support the development of new technologies and platforms enabling the controlled production of made-on-demand living materials with multiple predictable dynamic functionalities, shapes and scales; and to build a community of researchers and innovators in ELMs.
Eligible Activities
The specific expected outcomes depending on the choice of the ELM production process (top-down or bottom-up) are: a proof of principle of technologies far beyond the current state-of-the-art enabling the production of a minimum of two novel biological ELMs bigger than 1 cm in all dimensions by programmable and controlled synthetic or engineered morphogenesis (whether with eukaryotic or prokaryotic cells); or a laboratory validated, automated and computer-aided design-build-test-learn (DBTL) platform far beyond the current state-of-the-art able to produce a minimum of two novel HLMs in multiple scales with enhanced or unprecedented properties.

Objective

Objective
Support the digital transformation of the education sector at European level by reducing the digital gap suffered by pupils from remote areas and communities with low connectivity, limited or no access to devices and digital educational tools and content. The Covid-19 crisis resulted in one of the greatest challenges education and training systems have faced in the last decades. Access to and quality of the learning experience varied greatly, demonstrating that a higher level of pre-existing digital capacity led to faster and more effective responses. Many schools, particularly those located in remote areas, faced severe challenges with the switch to distance and online learning, due to their low prior level of digital readiness. Many of their teachers lacked the relevant digital competences to properly teach remotely and many pupils living in remote areas lacked the proper infrastructure including connectivity and access to digital devices, tools and content at home. This action aims at addressing inequalities of access to digital education by enhancing inclusion and by reducing the digital gap suffered by pupils from remote areas and communities with low connectivity, limited or no access to devices and digital educational tools and content. This action aims at developing a strategy designed to increase access to digital education in the EU remote areas and communities that mostly need such support.

Adjusting the business practices of European cinema theatres in terms of safety, sustainability, inclusion and accessibility. to foster the competitiveness of European independent production companies and to increase their economic weight on the market. The aim is also to increase the capacity of audiovisual producers to develop projects with the potential to circulate throughout Europe and beyond, and to facilitate European and international coproduction. The support will also provide an entry point for emerging talent, giving them the opportunity to direct a short film supported by the strong foundation provided by experienced companies.

Eligible Activities
These activities should involve young and highly-talented European musicians in the field of orchestras. The broad geographical coverage allowed by the recruitment activities should reflect Europe’s musical and cultural diversity Activities shall be carried out in complementarity and as much as possible in synergy with the European Commission’s pilot project on mobility (iPortunus)3, the ‘European Platforms for the promotion of emerging artists’ action and the European Commission’s initiative ‘Music Moves Europe’4.

European festivals programming a significant proportion of non-national European works and aiming at activities targeted to expand and renew audiences. Special attention will be given to applications presenting adequate strategies to ensure more sustainable and more environmentally-respectful industry and to ensure gender balance, inclusion, diversity and representativeness. By eligible audiovisual festival it is understood an event: programming European films and audiovisual works that are being screened to wide audiences including general public as well as accredited international audiovisual professionals and press; having a clear curation, regulation and selection procedure; taking place over a specific period of time, in a prior defined city; having a clear curation, regulation and selection procedure; 50% of the programming must be devoted to non-national films and audiovisual works from countries participating to the MEDIA strand and presenting a geographical diverse coverage of at least 15 of these countries including low capacity ones; having had at least three editions that took place by end of December 2020.

Objective
to foster the competitiveness of European independent production companies and to increase their economic weight on the market. The aim is also to increase the capacity of audiovisual producers to develop projects with the potential to circulate throughout Europe and beyond, and to facilitate European and international coproduction.The support will also provide an entry point for emerging talent, giving them the opportunity to direct a short film supported by the strong foundation provided by experienced companies.
Eligible Activities
Support will be given to independent European production companies able to develop a slate of 3 to 5 audiovisual works (fiction, animation, creative documentary). This should allow production companies to reduce risks and increase their capacity to attract and retain talents. The European slate development shall provide support to the development of minimum 3 and maximum 5 works for commercial exploitation intended for cinema release, television broadcasting or commercial exploitation on digital platforms or a multiplatform environment in the following categories: animation, creative documentary or fiction. In particular: Feature films, animations and creative documentaries of a minimum length of 60 minutes intended primarily for cinematic release; Fiction projects (one-off or series) of a total duration of minimum 90 minutes, animation (one-off or series) of a total duration of minimum 24 minutes and creative documentaries (one-off or series) of a total duration of minimum 50 minutes intended primarily for the purposes of television or digital platform exploitation; Interactive, non-linear fiction, animation or creative documentary projects (e.g. narrative virtual reality projects) of any duration.

Objective
The objective of the Skills and Talent Development support is to foster talents and skills of the audiovisual sector professionals. Strengthen the capacity of audiovisual professionals to adapt to new creative processes and new business models with a view to maximise and fully exploit the opportunities of digital innovation across the value chain.
Eligible Activities
Activities may take the form of physical and/or on-line training courses, boot-camp courses, and/or mentoring programmes based on innovative learning, teaching, mentoring and coaching methods, using the latest digital technologies. The focus should be on the improvement of skills and competences adapted to the evolving market practices. In particular training, mentoring and capacity building activities should aim at: a) Facilitating the learning and acquisition of new skills and expertise across the audio-visual value chain, in particular digital skills; b) Developing new business models and strengthening international cooperation in the audiovisual sector; c) Fostering co-operation between players from different groups of countries to ensure knowledge transfer and relevant mentorship opportunities and reinforcing the capacity of professionals from low audiovisual capacity countries; d) Promote business strategies that ensure more sustainable and more environmentally-respectful industry as well as diversity and inclusiveness; e) Nurturing young talent and support young start-ups in the audio- visual sector. Applications must be for activities, which aim at developing the capacity of audiovisual professionals to understand and integrate a European and international dimension in their work by improving expertise in the following fields: - Marketing, promotion, and new modes of distribution and exploitation focusing on acquisition of digital skills and take up of digital tools and technologies; - Greening of the audiovisual industry, aiming at promoting sustainable practices across the entire value chain; - Financial and commercial management with a view to enhance the capacity to access investment, manage IP and develop new business models; - Training in development and production and post production of audiovisual works, including innovative storytelling; - Entrepreneurship, new business creations. The actions are targeted towards professionals from the audiovisual industry, in particular young professionals, as well as professionals from start ups. Applicants shall ensure that a majority of the participants in the proposed training, capacity building and networking activities are of a nationality other than that of the applicant. Particular attention will be paid to projects that ensure a good representativeness of gender and diversity both in project organisers and participants. In addition, mentoring projects directed to women and for participants with a diverse and disadvantaged background will be supported.

to enhance the capacities of European cultural and creative sectors to face common challenges and nurture talents, innovate, prosper and generate jobs and growth. This action will support projects implemented by highly representative, multi-country, membership-based networks of European cultural organisations, which cover a wide range of Creative Europe participating countries. Networks must have a shared mission, governance rules, and members' rights and obligations, as formally specified (in "statutes" or equivalent) and agreed upon by its members. Networks should be composed of a coordinating entity and its members. Journalism Partnerships shall encourage systemic cooperation between professional news media organisations to improve the viability and competitiveness of professionally produced journalism by supporting the testing of innovative business models and sharing of best practices among peers as well as by supporting innovative journalistic collaborations, standards and formats.
Eligible Activities
The support is foreseen for collaborative projects in and between any news media (sub) sector and/or genre that aim to enhance cooperation and instil systemic change across the wider news media ecosystem. The proposed activities should be clearly justified and based on the needs of the chosen (sub)sector(s). The proposed partnerships are encouraged to involve organisations from countries/regions with different and diverse media capabilities. The activities should aim to serve the wider ecosystem across Europe, including small media. Sharing of best practices between operators in media markets with different and diverse characteristics (in terms of languages, production volumes, sizes, digitalisation levels etc.) is encouraged, to promote mutual learning. All Partnerships will operate with full editorial independence. They will need to respect professional, widely accepted editorial standards. The chosen standards should be indicated in the proposal and confirmed with a Declaration on Standards & Independence.

The concept of vocational excellence that is proposed is characterised by a learner-centred holistic approach in which Vocational Education and Training: - Is an integrative part of skills ecosystems, contributing to regional development, innovation, inclusion, and smart specialisation strategies; - Is part of knowledge triangles, working closely with other education and training sectors, the scientific community, and business; - Enables learners to acquire vocational and key competences through high-quality provision that is underpinned by quality assurance, builds innovative forms of partnerships with the world of work, and is supported by the continuous professional development of teaching and training staff, innovative and inclusive pedagogies, mobility and internationalisation strategies.
Eligible Activities
CoVEs are intended for organisations providing vocational education and training, at any EQF levels from 3 to 8, including the upper-secondary level, the post-secondary nontertiary level as well as the tertiary level (e.g. Universities of applied sciences, Polytechnic institutes, etc.). However, applications cannot include only activities that target learners at tertiary level; applications that focus on VET at tertiary level (EQF levels 6 to 8) must include at least one other VET qualification level between EQF levels 3 to 5, as well as a strong work-based learning component.

Eligible Activities
Collaborate and establish networks and communities of practice with teacher education providers, teacher associations, public organisations involved in teacher education and other relevant actors to create innovative strategies and programmes for initial and continuous professional development for teachers and schools. Develop and deliver joint, innovative and effective learning modules on teacher education and for teacher competences on challenging and/or new pedagogical matters of common concern. Develop joint learning offer with a strong European dimension that includes mobility activities in all its forms. Identify effective ways to remove obstacles of mobility and identify conditions, including practical arrangements and recognition of learning. Involve schools and in particular training schools to experiment and share innovative new ways of teaching (including for distance and blended approaches to teaching and learning).
Eligible Applicants
Any nationally recognised organisation (with the features of a participating organisation as listed below) established in a Programme Country. Objective
Alliances for Innovation aim to strengthen Europe’s innovation capacity by boosting innovation through cooperation and flow of knowledge among higher education, vocational education and training (both initial and continuous), and the broader socio-economic environment, including research. They also aim to boost the provision of new skills and address skills mismatches by designing and creating new curricula for higher education (HE) and vocational education and training (VET), supporting the development of a sense of initiative and entrepreneurial mind-sets in the EU. These partnerships shall implement a coherent and comprehensive set of sectoral or cross-sectoral activities, which should be adaptable to future knowledge developments across the EU. To boost innovation, the focus will be on digital skills as they are increasingly important in all job profiles across the entire labour market. Also, the transition to a circular and greener economy needs to be underpinned by changes to qualifications and national education and training curricula to meet emerging professional needs for green skills and sustainable development. Alliances for Sectoral Cooperation on Skills (implementing the ‘Blueprint’) (European Skills Agenda for sustainable competitiveness, social fairness and resilience: https://ec.europa.eu/social/main.jsp?catId=1223) aim to create new strategic approaches and cooperation for concrete skills development solutions – both in the short and the medium term – in given economic sectors, or in areas implementing a major action of the European Skills Agenda for sustainable competitiveness, social fairness and resilience, the Pact for Skills. The main objective of the Pact is to mobilise and incentivize all relevant stakeholders to take concrete actions for the upskilling and reskilling of the workforce, by pooling efforts and setting up partnerships, also at EU level addressing the needs of the labour market, supporting green and digital transitions as well as national, regional and local skills and growth strategies. Therefore, the deliverables of Alliances for Sectoral Cooperation on Skills, i.e. sectoral skills intelligence, skills strategies, occupational profiles, training programmes, and long-term planning, will be an important contribution to the work of the sectoral partnerships that have joined the Pact for Skills. Alliances for Sectoral Cooperation on Skills seek to tackle skills gaps on the labour market that hamper growth, innovation and competitiveness in specific sectors or areas, aiming both at short term interventions and long term strategies. These Alliances will be implemented in the 14 industrial ecosystems identified in the New Industrial Strategy for Europe (COM/2020/102 final: https://eur-lex.europa.eu/legal-content/EN/ TXT/?uri=CELEX:52020DC0102) (1. Alliances for Innovation are required to apply EU wide instruments and tools, such as the EQF, ESCO, Europass, EQAVET and ESG, whenever relevant. To try and test new curricula or new training and learning methods, Alliances for Innovation may organise learning mobility activities of students, teachers, researchers and staff in so far as they support/complement the main activities of the partnerships and bring added value in the implementation of the project's objectives

Quality Label Humanitarian Aid - Light procedure

Objective
The Quality Label for Humanitarian Aid Volunteering certifies that an organisation is able to carry out high quality solidarity activities in compliance with the principles, objectives and requirements of the action ‘European Voluntary Humanitarian Aid Corps’. Obtaining this Quality Label is a precondition for participation only in volunteering activities in support of humanitarian aid operations. When applying for a Quality Label for Humanitarian Aid Volunteering, applicant organisations can choose one of the following roles: Support role - entails supporting, preparing and/or training participants before departure, mediation between them and their host organisations and/or providing support to participants upon return from their activity. The support role also entitles the organisation to submit project applications and coordinate partnerships for Humanitarian Aid Volunteering projects; Host role - covers the full range of activities related to hosting a Solidarity Corps participant, including the development of a programme of the young person's activities and providing guidance and support to the participant during all the phases as appropriate. The applications for the Quality Label for Humanitarian Aid Volunteering can be submitted on a continuous basis (i.e. at any time) during the programming period, to the Executive Agency, which is the sole implementing body for this action. The applications will be evaluated at set intervals, according to an annual timetable, which is aligned to the timetable of the Humanitarian Aid Volunteering call for projects.
Eligible Activities
In addition to complying with the above-mentioned principles, organisations implementing humanitarian aid volunteering projects must carry out specific tasks and responsibilities in order to ensure high quality activities. When applying for a Quality Label, organisations must be able to demonstrate their capacity to perform the tasks and take up responsibilities relevant to the role they are applying for, as outlined in the requirements below.

Selected projects will contribute to the following objectives: - strengthening the transnational circulation and diversity of European literary works in particular by encouraging translations from lesser used languages into English, German, French, Spanish (Castilian) and Italian - reaching new audiences for European literary works in the EU and beyond - strengthening the competitiveness of the book sector by encouraging cooperation within the book value chain.
Eligible Activities
Eligible original works to be translated Works in paper or digital formats (e-books and audio-books). Works of fiction, irrespective of their literary genre or format, such as novel, short story, theatre and radio play, poetry, comic book and youth literature. Non-fiction works are not eligible. Non-fiction works include autobiographies, biographies, or essays without fictional elements; tourist guides; works in the field of humanities and social sciences (such as history, philosophy, economy, etc.) and works related to other sciences (such as physics, mathematics, etc.). Works must already be published. Works must be written by authors who are nationals of, residents in, or recognised as part of the literary heritage of an eligible country. Works must not be already translated into the target language, unless a new translation corresponds to a clearly assessed need. The budget of the call is to be distributed as follows (see Section 10 Form of grant, funding rate and maximum grant amount): - 30% for small-scale projects (up to EUR 100 000); - 40% for medium-scale projects (up to EUR 200 000); - 30% for large-scale projects (up to EUR 300 000).

Objective
The Creative Innovation Lab shall incentivise players from different cultural and creative sectors to design and test innovative digital solutions with a potential positive long-term impact on multiple cultural and creative sectors. The Lab shall facilitate the creation of innovative solutions (e.g. tools, models and methodologies) that can apply to the audiovisual sector and at least another creative and/or cultural sector.

Design, development and testing of innovative tools, models and solutions applicable in the audiovisual and other cultural and creative sectors. Activities shall aims at supporting the competitiveness, cooperation, circulation, visibility, availability, diversity and increasing audience across sectors. Such activities shall contain a high potential of replicability in audiovisual and other cultural and creative sectors. Objective
An organisation from a Programme Country, applying on behalf of a mobility consortium for an Erasmus+ grant, must hold a valid mobility consortium accreditation. This accreditation is awarded by the same National Agency that assesses the request of funding for a higher education or VET mobility project. The requests for accreditation and for grants for mobility projects grant can be made during the same call. However, the grant for mobility projects will be awarded only to those HEIs and organisations that are successful at the end of the accreditation process.

Activities shall include: - evaluating lessons learned from Covid-19 situation in the context of its impact on children’s rights, providing recommendation for mainstreaming rights of the child and putting children’s rights and needs at the centre of policy responses in emergency situations at national and/or local level and taking gender-specific aspects into account; - Surveys, consultations, focus groups and other type of online and offline (if possible) meetings ensuring that children to participate in the assessment of the impact of the pandemic - Analysis of the input received from children, - Development of new projects, initiatives for children that takes into account the needs and opinions of children expressed during the consultations - Capacity building, training activities, information campaigns for relevant local authorities and increasing their awareness about children’s rights and needs, - In cooperation with children, designing, establishing and/or strengthening protocols and mechanisms providing support to children mostly affected by the Covid-19 situation.

The global objective of this call for proposal is to contribute to strengthening research excellence and innovation system of Montenegro and the capacity of human resources in science and innovation. The specific objective of this call for proposals is to improve the link between science and industry on the basis of the Smart Specialization Strategy (2019-2024) through increased mobility of young researchers .
Eligible Activities
The action under this Call embraces activities focused on strengthening research excellence, technological development and innovation in Montenegro by engaging young researchers (especially women) to foster smart and sustainable economic growth by implementing strategic priorities of the national Smart Specialisation Strategy. Objective
1) Enhanced horizontal and vertical coordination, collaboration and cooperation between key criminal justice institutions. 2) Increased effectiveness, efficiency, fairness and accountability of the criminal justice system. 3) Improved access to justice for all, in particular the poor, women and other groups living in vulnerable situations thanks to increase access to legal aid and assistance.
Eligible Activities
- Managing the basket fund and launching and administering the sub-granting scheme for legal aid service provider NGOs and university legal aid clinics for the provision of legal aid services to arrested, accused and detained persons and victims and survivors of crime (especially to people in vulnerable situations, women and children). - Guaranteeing proper geographical coverage of the sub-grants along Ethiopia. - Monitoring and evaluating progress of sub-grantees and/or networks/coalitions supported. - Identifying capacity issues common to a few sub-grantees and supporting them via the provision of technical assistance so to build their capacity to provide legal aid, advice and assistance services but also to guarantee sound financial and operational management of the sub-grants. - Promoting the creation and/or supporting networks or coalitions of NGOs providing legal aid and/or University legal aid clinics. - Coordinating its operations with the overall implementation of the EU Programme in Support to Criminal Justice Reform in Ethiopia: with the Technical Assistance Unit set up and with the three state institutions receiving grants under the Programme: Ethiopian Human Rights Commission, Federal Attorney general Office and Federal Supreme Court - Taking all necessary steps to publicise the fact that the European Union has financed (or co-financed) the Action.

Objective
1. To set up a civil society mechanism of oversight and dialogue to assess the progress in implementing the National Development Plan (NDP) and its successor. This platform will issue yearly reports on the implementation of the NDP from the angle of public accountability. The report will be debated in a yearly workshop. 2. To improve the capacity of public administrations (including local authorities) to provide public services in an efficient, transparent and accountable manner. 3. This civil society mechanism set up will also serve to strengthen the capacity of civil society organizations (CSOs), research centres/think tanks and the media to perform their roles in the fight against corruption and the promotion of accountability. 4. The activity will be mainly based in the Greater Banjul Area but will also include activities for the rural areas.
Eligible Activities
– Studies, mapping and research on the local context, the project environment, the sector of intervention, identified needs and problems, expected results and impact; Policy dialogue, consultation and facilitation; Transfers of know-how and experience; – Promotion of best practices and lessons learned; Collaborations and information sharing between Civil Society Organisations, central and local authorities. – Actions of public information, sensitisation, awareness-raising, advocacy and mobilization; – Organization of seminars, conferences (only when the outcomes of these events will be needed and used for the implementation of the action); – Civil society networking and coordination; – Training, educational activities, and capacity development. – Reporting

The global objective of this call for proposals is to further align the justice system of Bosnia and Herzegovina with European standards and the EU acquis.
