Vietnam, Cambodia, Myanmar - New targets for textile Investors China is losing its sheen with many Japanese companies preferring to relocate to Vietnam, Myanmar, Cambodia, Bangladesh, where costs are low. Chinese investors too are putting up manufacturing facilities in these countries A new report by Tokyo Shoko Research reveals that 110 Japanese companies went bankrupt last year citing the challenges of doing business in China, or "China risk", a

tensions. The "China risk" bankruptcies caused the loss of 1,638 jobs, surpassing the 1,000 gure for the rst time, the research showed. By sector, 63 of the failures were wholesale companies and 33 were manufacturing concerns. The hardest-hit industry was apparel, which reported 54 bankruptcies, nearly half of the 110 annual total. "However, this has faded with the subsequent rise of 'fast fashion' in Japan - inexpensive apparel products with impressive designs distributed outside

conventional routes. Combined with rising costs due to increasing personnel costs in China, this was enough to bring down companies that were already struggling," he added. Firms did not have sufcient reserves to increase production efciency and compete with fast fashion manufacturers, Harada said. Another factor was that they were reluctant or unable to innovate. Sadayoshi Tamura, a spokesman for the Japan Textile Federation, conceded that rising costs in China have hurt member companies' operations, but he said that some companies that declare bankruptcy in China go on to raise fresh capital and set up new manufacturing facilities in Myanmar, Cambodia, Laos or Bangladesh, where wages are still relatively low. "This is completely market driven," said Lam Peng Er, senior research fellow at the East Asian Institute of the National University of Singapore. "It's normal.

Whether companies can stay in business depends on whom they are competing with, which technology they use and how fast they can adapt to the dynamic of China's economy. "China will remain important; a small country like Myanmar can't replace China. In the future, it would be China plus others. The others c o u l d b e Vi e t n a m , Myanmar or somewhere else." John Wong, fellow and academic adviser

to the East Asian Institute of the National University of Singapore, warns that the worst may be yet to come. "One can say that in

the future, if President [Donald] Trump were to slam a heavy import duty on Chinese manufactured imports into the US, China would have to cut back on its production ," he said. "This would also affect producers in Japan, Korea and Taiwan or even the US.

Textile investments in Vietnam on the rise Investments in Vietnam's textile and apparel industry are growing, even as the TPP is being reworked without the US, an important textile and apparel market. Moreover, UK's imminent exit from the European Union is slowing down the British economy. And while China remains Vietnam's largest trade partner, there is a slowdown there too. Vietnam's Phong Dien Scavi Company is building an industrial centre specialising in textile and garment at the Phong Dien Industrial Park Hue City. The rst hub of its kind in Vietnam was run on a trial basis in 2015 and 2016. The facility is due to be put into operation in the second quarter of this year, bringing together various segments involved in textile production such as feedstock, fabric accessories, design, fashion illustration and nally production of large volumes of nished products for exports. This project is expected to scale up the

S. Jaswinder Singh, B.Sc. with 3 year Diploma in Mechanical Engineering from Guru Nanak Engineering College, Ludhiana started a small unit in 1989 and manufactured his rst Raising Machine. This was followed by an order for a Tubular drier and things started moving on. At present Mahant Mechanical Engineering Works (Regd.) manufactures over 20 different models of different types of

textile and hosiery machines, namely, Tumbler Drier, Raising Machine (Normal & Gear Type), Brushing Machine, AntiPilling, Embossing Machine, Pole-Drier, Heat Setting Machine, Hydro Extractor etc., which are highly appreciated and sold all over India and abroad. All parts are built inhouse using state of the art machinery and latest technology as available anywhere in the world. “An imported Raising Machine of equivalent quality that costs Rs. 1.25 crore to a textile manufacturer is manufactured

and sold by us at just Rs. 18 lakh. I started this unit with the sole aim of reducing burden of imports from the Indian exchequer. Mahant Mechanica l got its rst export order in 1997, when without any efforts on export marketing it got an enquiry from Srilanka for a Gear Type raising Machine. It was the result of sheer mouth publicity due to the technical excellence of our machines, superior performance, timely deliveries and efcient after sales service. “At present our machines are exported to many countries of the world, namely, Malaysia, Nizeria, Iran, Iraq, Bangladesh, Srilanka, Nepal and many more.”, says S. Jaswinder Singh. S. Jaswinder Singh seems very upset with the Govt. machinery and its system of working,

key to the growth of Indian industry. Our government speaks a lot about it but the ground reality is totally opposite. The govt. schemes and system of working of its ofce bearers leaves a lot to be desired. One needs to have higher level right contacts in ofcial and political system, should be ready to give bribes at all levels and should have too much extra time to waste running from pillar to poles to take any benet of these scheme s. So we just rely on our own resource s for any thought of growth and expansi on,” he remarks and adds further, “I have my expansion plans. There are some machines that are being imported a lot and am working on them to make them indigenously with my innovations to suit the native conditions.”

It will have to implement all commitments under the ASEAN Free Trade Agreement with China and with other ASEAN member countries, the ASEAN Economic Community ( A E C ) , Wo r l d Tr a d e Organisation (WTO), and new generation free trade agreements.
